In regards to #2: It's possible for people to create Connect applications that are read-only:

Seems to be up and working now. You can tell as the credit cards seem to be limited to Visa/MC as opposed to the US version.

Keep in mind the grand prize is $17K, it's approximately $50K spread out amongst all the winners.
