Bogle has been pushing this for 20 years. While a valid point, it is hardly a scandal nor even news.

Its like someone from Expedia pushing a Frontline piece on how much you could save using their service versus a travel agent.

I think I may be due to supply and demand.

PM's tend to be local, which isolates them from outsourcing salary pressure (decreases supply). Programmers can be outsourced which exposes them to more salary pressure (increases supply).
