The headline is a little misleading; what I mostly got is that letting decisions like this be handled by automated systems creates more problems than it solves because those automations create too many biased false positives.
But the problem there isn't necessarily that there are biases encoded in the algorithms, but more likely that there are biases in the training data that the algorithms are working with.
