I'd call this Lead Data Engineer, but it matters less what you call it and more what you put in the job description. For the requirements you've given, I'd suggest looking for someone who's set up tracking and the modern data stack from scratch, regardless of whether their title at the time was software/data/analytics engineer. Searching for "modern data stack" will get you a (growing) set of relevant tools.

You might also want to read The Informed Company by Fowler & David, which does a good job starting with a very simple setup and walking through how and when and what to add on - the folks you're looking for are in high demand, and if you don't find someone quickly, the book might give you enough to help your junior devs make reasonable choices for where you are now.

In addition to others already mentioned, "Becoming a Manager," by Linda Hill: follows a group of new managers for a year, discussing how their understanding of their role changes. Absolutely great - for a long time I kept a home copy and a work copy. Follow-up "Being the Boss" is also good. And "The Leadership Pipeline," by Ram Charan, Stephen Drotter, James Noel: what you need to learn/change to succeed at each different level of management.

HR views recruiting as a funnel process, similar to sales. There are a set of screening steps testing different skills, and at each step you lose a fraction of candidates, until you get down to the set who accept offers.

That's a reasonable model, but it works best if all your filtering steps are effective tests for the things you care about. Getting that right is demonstrably hard, between some hiring managers who don't know or don't communicate what they're looking for, some recruiters who don't understand what they're looking for or how to recognize it, and some job-seekers who don't communicate or demonstrate their skills through the hiring process. And so everyone sees and resents flaws in the funnel.
