It doesn't have to be this way. If most programming languages were designed like regular expressions they would be unusable. I can spend a year w/o writing a single line of Pascal or C++ and then it would come back immediately. I occasionally found regular expressions useful in my work, but only a couple of times could justify spending time on learning a little bit of it only to forget the next day. In a few other cases I simply googled a solution and used w/o understanding it. Most often I just write code instead, it is verbose but at least it's clear what it does.
In Canada it looks equally expensive if you don't have insurance (e.g. a non resident).

That's about being a Professional Engineer, which legally entitles you to certain actions (e.g. sign off on design docs). Anyone can call themselves engineers of any kind as long as they don't pretend to be P.Engs. I am not sure though that being P.Engs in software means anything in practice, unlike in e.g. structural engineering.

In the good old USSR there was a limited number of sizes/styles of glass bottles and jars in circulation. Each one had a deposit value, and if it had no cracks/chips and all labels were removed, it could be returned for direct reuse, i.e. no melting and further manufacturing was involved. I think it worked OK since it had existed for many decades, and energy was cheap in those days.
