The real problem is that the government considers arrest without conviction to be a civil duty, not a tort.
That seems the reverse. In business, there is rarely polish because it's not profitable to do anything but the core feature, unless you are in a highly competitive market with price insensitive consumers (luxury cars and Apple), but people motivated by the drive to create do polish.
