It's more like a contract.

It needs to be intelligible and clear because it will be taken more literally us humans can generally imagine.

Evolving a single software component is doable if the motivation is strong enough.

Evolving a software system not so much. You're gonna live with the principles you baked in 99 times out of 100.

The Brexit slogan was "Taking back control of our borders". Please explain how can you do that without increasing "bureaucracy"?
