What you are saying is half truth. If a cell excites (or inhibits) another cell repeatedly enough that its ability to excite (or inhibit) that neighboring cell improves over time.

"fire together" originally meant fire in same direction, but Hebb's rule was extended quite early to mean that if some cells inhibit some others too often, wiring in that direction will get stronger.

What is being proposed appears to be Hebbian learning rule and the paper does not even mention that or the Hebb network, why? By the way, Hebbian learning rule was proposed in 1949 and is one of the pioneering work that demonstrated neuron-based models are worth investigation.

So if we capture breaking of class with high speed camera, the laws of physics continue to remain consistent when the video is played in reverse, but we know the arrow of time is one-way and it is impossible practically for shattered pieces to combine backwards. In most of the statistical studies, only the observations are captured but the flow of information through the entire system that resulted in those observations is never tracked. That flow is directly connected to arrow of time and can give us idea about cause and effect which observations alone are insufficient to provide.

I carefully avoid using proprietary software (like having not touched Mac/Windows for 15 years) and personally believe that all forms of IP should be in public domain by default. Each step by a man, however small or giant, should be a step for the mankind. Why should you continue contributing to open source projects: The amount of carbon footprint saved by opensource projects is tremendous. Think of how much resources are saved if the opensource solutions that we rely on today were closed and proprietary that the same software solutions had to be recreated from scratch at each instance of deployment rather than simply duplicated.

I use Firefox exclusively and I have seen this message but my observation is: 1. This appears only an account that is not used frequently. 2. This never appears on an account that is used frequently. 3. Even on account used in-frequently, say once in 2 months, this appears at most once in a year. 4. The bug may be in Google's scripts or even in Firefox, it's hard to say.
