That's a false dichotomy. They could be totally fine with the intent of this app, but concerned with its potential secondary effects. And "something they did in the past" suggests they have stopped doing it.
Councils picking up and disposing of stuff is paid for by the council. Councils are your customer.
Collect stats on the number and type of items picked up per council. If you get any traction, tell the councils it will cost X$ to keep the service running in their area.
I totally agree that tablets suck for creation. But I think you're assuming that programming is the only thing to learn via a device.
In my day job we make educational HTML games for kids learning english and math. A heap of schools use this as part of lessons, and we get a lot of extremely positive feedback from teachers.
As to whether an iPad is better than a computer? From a kid's UX, and IT infrastructure POV, tablets are generally seen as better/easier to use and maintain.
At home, I try to keep my kids off screens whenever I can though...

You need to know more than the person you're freelancing to...
Since you've had a few years in a related field and built up some contacts you should be good to go (as long as you have a good rep with them). Let them know you are offering a new service, and get some info up. No matter what you're going to be learning new stuff the whole time, so you may as well just start now!

I think the "low res" comes from there being a pre-defined number of segments making up the curves. Smaller curves just look smoother. To get them all looking smooth would require more complex subdivisions, and maybe bog it down?

It's freaking me out, but my tastes have totally changed over the years. It used to be The Dead Kennedy's and 70's punk, but lately it's minimalist modern classical, like Robert Rich or David Darling...
I found it questionable that Jobs compared iPhone 4 dropouts to iPhone 3GS drop outs, and said it wasn't a big deal, only 1% worse. What would be interesting is to see the numbers compared to different smart phones... I think the problem would look a whole lot worse!
