Linux PTP (https://linuxptp.sourceforge.net/) and hardware timestamping in the network card will get you in the sub 100ns range

How big is your CPU. I develop on Microsemi and the PolarFire range should do it. 12G transcievers and a decent amount of logic. At about €200+. Migen looks good but avoiding HDLs while trying to learn hardware design is not the best learning approach. They might be ugly languages but the do force your to think in hardware and gates.

FPGA is definitely my number one requirement, that's why I have it
I've a PolarFire SOC eval board on my desk at the moment. 4x U54 cores. Only started to play with it but lots of kernel panics so far. Not sure where the issue is just yet but hopefully it'll get more stable over the next year

All jobs will have downsides, I guess you just want to find one where you can live with the downsides and the upsides far out weight them. For me, I moved between a number of unfulfilling roles until I ended up in my current position.
The tech is pretty conservative and tame but projects are small, the scope is broad and the flexibility to be creative in the implementation is high. The industry is a real niche and the company of a "nice" size (100-200). I like this space as you have more room to bring your own solutions to the table. The weight of a massive process and procedure is not there which helps
