Generalizing, there's really a math relation but it's most because the language designer wanted this. Nobody wanted to add this feature (not so trivial to a compiler) if they just could return a struct.

Well, "attract more contributors if it is written in Go" I think that it isn't the point really. In fact, I think it's more easier if you're using C than or even C++. The question about C it's much error-prone language which would make development slow than using a more modern language with the C string and malloc()s pain. Not mentioned that it's cool a Go compiler written in Go and C# compiler written in C# :)

Very interesting article I think. But I think that says Google is the new Bell Labs is a bit exaggeration. While Bell Labs did most of its inventions from scratch and with a lot of search, what Google do in most part of its products is improvement of existing ones. And no, I'm not a Google hater.

C++ is not so bad, not at all. You could to use it on game development; but I recommend you look at D language someday (not so far away)... answering the second question, they aren't good canditates to such a job.
It makes me wonder how different is this one from the dozen of Linux distributions around. Will this one solve any of the followings problems? if so, it's a very good start.
Linux is hard to use on day-day. Even you chose the most friendly distribution (like Ubuntu) Almost nothing works in the first try to install. Look, I failed to get the newly gcc version (I really want it) because I need to compile from source code and a lot of libs is missing from my system and when I try to install others lot of libs is missing too. It's get in looping. I got the latest version of Microsoft Visual Studio in just one second. Where can I get something better? Also, nowdays everybody is switching to a XBOX/PS4 etc and no longer do much play on PC. I don't have numbers, but I can seen it's changing a lot. It shouldn't decrease, just unlike, it means in a future (very close) playing big games on PC is almost dead. Why should someone invest time and money in something going to no longer exists? PC is something that the peoples will continues to have to work and browser on internet, if not on your smartphone/tablet.

I'm very curious if Gates'/Ellison's/Allen's sons (or any of this guys that made fortune with computer programming/software) know about computer programming. Sometime ago I've read (a sorry, but I don't remember where) that Gates' sons could to use the computer about two hour per day only.
