After airing the idea of paying to use the toilet they've apparently received loads of suggestions for other charges, so they've started a competition for people to suggest the next discrepancy charges, the winner gets €1000.

I agree with you about a major difference between us on motorways and anits is the variance in our speed compared to that of an ants, which I presume all travel at roughly the same speed.
Interestingly, in the UK (and probably lots of other places) we have average speed cameras at road works which limit people to 50mph pretty effectively, this results in everyone travelling the same speed with no overtaking. Anecdotally I've found this to work quite well at keeping the traffic moving.
I think the best model at the moment for funding journalism is to allow people to contribute part of their tax contribution to a news organisation of their choice. Then the only cost you would incur is the effort of filling in a form. The news organisations become responsible to the population instead of advertisers whilst some sort of market forces remain. Effectively you'd be saying to anyone who contributes taxes "here's $100 dollars, which news organisation do you want to support".
Effective journalism is important to a democracy and it should be funded in as democratic manner as possible.
I agree with you, that is a very shoddy piece of journalism. The LEDs are almost certainly less efficient than the sodium lamps they replace.

Prototype LEDs are reaching 130 lumens/watt, low pressure sodium regularly get 150 lumens/watt in production. The efficiency of the LEDs used is probably around 80-90 lumens/watt.
The money saving is probably coming from the lower maintenance costs whilst there is an increase in energy use.
