As far as I'm concerned rails would provide a better ecosystem for Wordpress.org. Not only is it still used commercially much more so than php in new ventures, but it forces adherence to good architecture which is key for something designed to be extendable like Wordpress. Additionally performance optimization in rails is much easier than php.
Microsoft did the same thing to me. The recruiter told me I aced the technical interview, and they really liked talking to me. Said they will email me back with next steps.
Never heard from them again.
I'm surprised it took so long. Hopefully the other social-networking giants follow suite and we start getting more companies that have actual sustainable business models.
Azure also offers a small business "BizSpark" program. http://www.devfactor.net is hosted on Azure thanks to BizSpark, where it gets $150/mo for three years. It was enough to handle the front page of Reddit.
