Requirement for Austria is a Smart Powermeter, because the old, analog ones would run in reverse if the solar panels produced more then you are currently using. They may not exceed 800W and are required to turn off if no power grid is detected, e.g. during a power outage. Apart from that, just institutional conservatism and inertia as far as I know.

This is what I'm using, Shield => HDMI => TV => Optical => Soundbar. There are some settings on the TV to enable external speakers over optical, which format is sent (Dolby Digital, etc), and which format is accepted (bitstream) that you may need set. The Shield also has settings for which signal is sends. Works well for me after configuring it and I get Dolby Digital 5.1 (ac3 5.1) from my Shield to my LG C2 to my soundbar over optical.

There is a 970 Evo, a 970 Pro and a 970 Evo Plus, but no 970 Evo Pro as far as I am aware. Would be interesting what model OP is actually talking about and if it is the same for other Samsung NMVe SSDs. I also prefer Samsung SSDs because they are reliably and they usually don't change parts to lower spec ones while keeping the same model number like some other vendors.

I don't know where you want to backup you games, but you can copy just the one game folder and remove the game afterwards from steam. To restore it move the folder back and "install" the game. Steam will verify the files and only download new/changed files. Should be faster the the backup option inside steam itself.
If you have a second hard drive (or maybe network drive, haven't tried) you can also create a steam library folder on that drive and just move the game to that library from within steam. That way it will still get updated.
