The goal is to deskill the labor of these workers. If there is a threat of a replacement which can bypass the cost of creating a new skilled worker, then the workers lose their bargaining power. It doesn't matter if the threat is a bluff so long as it is believed enough to give leverage.

Isn't a projected problem with technical feasibility an explanation for lack of funding?

I do non-standard touch typing, just naturally learned from typing over the years. I mostly only use 3 fingers on each hand, but I'm not hunting for the keys, I know where they are. I feel like I do make more typos than a properly trained typist but I'm certainly not spending any attention on the typing.
