The requirement for dedicated instances was lifted earlier this year. See https://aws.amazon.com/blogs/apn/aws-hipaa-program-update-re... for more info.
Amazon has a leadership principle (http://www.amazon.jobs/principles) that seems to be related:
"Bias for Action
Speed matters in business. Many decisions and actions are reversible and do not need extensive study. We value calculated risk taking."
Interesting correlation with Kent Beck's note that "Not all decisions are reversible ... the two kinds of decisions need to follow completely different workflows."
Anecdotally, I've observed that the leaders that can distinguish between these two types of decisions and learn not to sweat the small stuff increase their teams' velocities by increasing the confidence that you can do the right thing now and handle the outcome when it comes.
Cox is doing something very similar. It's somewhat disconcerting to see JS like this ending up in pages, especially since they didn't get the URL right and a future version of this script could conceivably allow someone to serve malicious content to every Comcast subscriber, injected directly into your page.
I have a Netflix streaming account, and still find myself buying media on iTunes, Amazon, and (very rarely) whatever independent setup a show will be running.
It's trivially easy to get ahold of pretty much any TV shows/movies I want to see, and compared to $100+/month on cable it still comes out cheaper.
Must be nice to have Vint Cerf on hand to consult on your networking issues!
Once you hit 500 karma it "unlocks."
