So we want to shrink our road infrastructure to drive the cost up in terms of pollution, fuel costs, time and convenience? This way less people will drive. I would propose that you are forgetting that you are going to price transport into the hands of the wealthy and business who will effectively rent-seek to loan cars or taxi people who cant afford a car around.
The idea of shrinking our roadways to discourage use of vehicles is challenging in a practical sense and it just cleaves off another aspect of life for business and the wealthy to enjoy without plebs interfering with the roadways they paid & still pay for.
If you have a narrow street, less people drive, and thus there is no issue getting an ambulance through.

Econ 101 tells us that reductions in supply drive up demand.
Reductions in workforce size drive demand for workers. Employers will pay more for an employee when the pool is smaller. We are in the opposite now, employers can be extremely selective because there are 100s of people applying for the job. So why not demand the college graduate with 5+ years experience for the part-time barista job?

It's a lifestyle choice. Personally, I like restoring old cars, remodeling my home, building robots. I couldn't do any of these things without being already wealthy if I lived in a big city, within walking distance to the grocery store and work.
I gladly commute so I can come home to something more than an apartment or condo, because that is all that is available or affordable.

66% of people already go to college. Of those who go, only 50% graduate. So...
1) Does "college" matter or does learning a marketable skill mater? If we had 100% college enrollment and completion but everyone was getting a degree in native American studies, would we somehow be better off?
2) At what level of enrollment does it become more cost effective to simply extend high school 2-4 more years and just consolidate it?
College in its present form is in trouble because the lions share of college attendees are; white women, taking non STEM degrees, taking on federal loans, and having a lower workforce participation rate at the end of it.
College is about learning, not about what a huge chunk of it has become; safe spaces, community outreach, nice dorms, cafeterias, dating, fitness centers and generally taking a hiatus from life. We really need to redefine college in its present form, it is no longer what it was 50 or 100 years ago.

What kind of criminal is this person is different from what was this criminal convicted of. I can be a part time drug dealer, shooting rival gang members, robbing houses and pimping whores. But land myself in prison for 10 years due to my 6th possession charge. If you draw a hard distinction statistically, I fall into the 'I can't believe we imprison people for having a little pot'
Additionally, what is a non-violent crime? Looks like good chunk of prison inmates are property crimes, larceny, burglars, thief. What percentage do you suspect of these non-violent offenders were armed during the commission of their crimes? What percentage would have turned violent if confronted during their crime? I suspect that these people who steal your car, break into your home and business and steal your things are effectively violent offenders.

For the majority, college isn't about an education or job opportunity. It's an extension of the white female youth and self actualization.
Those of us who have families simply can not afford to do this.
Then don't take the job? Your life choices (Children, wife, loan payments) aren't the fault or social responsibility of your prospective employer.
