It's not even close it's already here. Any your smartphone could be located in a city with 20-50m accuracy(5G/LTE) including your indoor height location. Plus add to this your frequent locations, your calls and internet activities, spendings(if it shares with your cellular operator) - and here you are. And we have a smartphone in every pocket. This market is big and each of the producers including fridges wants to bite off a piece of the pie.
You may try to write an email/better official mail or even visit personally to local cellulars marketing teams to include wikipedia to the subscriptions. You may propose them as PR action: future-care, education-care name it. Trust me it may definetelly works.(I did it many times("tune up" some events) but I worked inside the cellular companies) The main problem may be is to the break the "first line" of "corporative bureaucracy" defence.

You may create App such as a (kind of)"navigation" app. But I'm not sure about collection data while screen is locked and password is required. Need to play with it.
Using the accelerometer/gyro data, you can also guess the password from the device with quite good accuracy(it depend) if you type in your hand and not on a flat surface.
For now not so much gps installed on Base Stations(towers), case only at CDMA Station GPS was strictly necessary. On UMTS or LTE it’s possible but rarely could be found because it’s required for infrequent used features. Needed time synchro received via transmission.
This is no cell towers exactly, this is the measurements related to dedicated cellID(sector if BaseStation(tower)). So such kind if issues is possible especially at water(rf signal propagation feature) and gps mapping if present.
