CD doesn't have to mean 'push every green build to prod'. It's more about the ability to push new functionality when asked by the business, than the fact of always pushing it by default. You may be doing CD well already, knowing just what you have said.

I think the article is saying: people who are making architectural decisions (whatever their job title) should spend some time coding the system they make decisions for.

Well one reason [1] Google made go was because of how many junior engineers they had who couldn't be trusted with java/python/etc. Instead of letting them struggle, they created go as a more simple and easy to use language.

Whatever you are developing has no value until someone actually uses it. Therefore the quicker you can confidently release something(feature, bugfix, etc), the more value you gave deliver.
