Defining the “level” of a programming language?

I understand that a lot of programming languages belong to certain "level". Like Assembly which is defined as "low level". What standards or factors should we consider to define a language to be certain level. What traits should a programming language have in the future that we can define them as higher level compared to current programming languages? What language is most likely to be the next "higher level"?
