Ask HN: GoDaddy phase-based TLD pre-registration legit?

As new TLDs (i.e. ".bike") become available GoDaddy is offering a 'phase-base' pre-registration with prices that diminish as the domain approaches general availability.

Can GoDaddy actually do this? If so, why do they have a corner on it? Having a hard time finding reliable information.
