The lack of outcry concerning this revelation is disturbing. It seems like more attention is being paid to whether or not the telecom firm informed the Belgian government in time, than the fact that a European ally is spying on us.

It shouldn't be news that GCHQ is spying on you. It has been their publicly declared mission for many years now - to monitor all communications at all frequencies. (It is news that GCHQ is spying in mass on UK citizens).
