Ask HN: Freelancing in Germany

I'm a web developer and i just arrived in Berlin from the US, with a full-time job, but i'm looking for some ways of increasing my revenue. So, guys, what are the best ways to find freelance gigs here in Germany, or other parts of Europe? What's more popular, Ruby or PHP jobs? I'm very proficient with both, but also Java and C#.
