My guess is that he posted it as it may affect the IT-industry and startups therein severely, something HN is covering.

That is indeed why I posted it as startups (and any other business) will be affected by these changes. It's sometimes useful to have a macro view of the world.

What I'd like to understand is why governments in any country that isn't the US would agree to any of this stuff. I think that's the real question here.
