Question about Cellphones

Is it possible to route multiple traffic on a cellphone through the same ip address. In other words, supposing you have a static IP for a phone can multiple phones use the same address? Or can a phone then access the web traffic from other phones? I believe my phone is being stingrayed by the gov.
