Ask HN: Feasibility of AI Encumbered Codecs

Looking to spitball discussion on the feasibility of AI encumbered codecs (I know this is an ironic forum to ask the question in).

Bascial audio/video codecs that include in their licensing restrictions of use for/transcoding to other formats for use in AI training. If music/videos were ONLY released in this format would it be possible to encumber (legally encumber, not technically encumber) all downstream transcoding of those works from being used in AI training?
