Those are cosmetic things. Changes nothing. Despite the claims Internet is very neutral de facto in USA. Source: I work with a multitude of ISPs in ~50 countries world wide, in the areas of IP transit, mobile, cloud, voip, etc.

That's just not believable given that I have a few ip ranges that I get heavily throttled on when I don't connect through a VPN.

Internet is very neutral in the US because major states like NY and CA have legislated strict net neutrality laws, literally making it infeasible and risky for companies to violate it. You don't know whose traffic will pass from which state and which backbone so it will inevitably end up with you violating the laws of these states. How do we know? This is exactly what they say - they WERE going to violate it, but now its too risky with the fines...

Net neutrality favours tech giants and allows them to extract more value than they give to ISPs. It also increases their power. It’s amazing how much they can influence public opinion to make people think this is actually good for them.

Yes this is correct. I read through 1/5th of the "Net Neutrality" rules proposed back when. For every 1 rule that made sense, there were 2 rules that were astoundingly terrible and would make it so there could be absolute no competition ever with the enshrined powers that be.
