No, he is saying that explicitly: "he predicted that universities would stop training problem solvers and educate trouble makers...".

My interpretation is that universities are not educating critical thinkers.

They are. The decent ones are. When you peel back the curtain of all the deans of this and that and all the administrative waste you get to teachers who are teaching to challenge kids, who are passionate about the subjects, and are investing in the professionals of tomorrow. Good teachers and classrooms and schools challenge kids and their preconceived notions. Such was my experience anyway.

Being able to think critically about information will become ever more important in this world of disinformation and demagogues.
