No it should go towards a recall to fixing the cars that are now in the world that violate emissions standards and then to federal green transportation or vehicle initiatives.

It’s quite possible that there was an ambiguity in the law or regulation.

I think you mean that it's quite possible their lawyer estimated the value of interpreting the regulations wrongly was greater than the penalty.
