I'm enjoying this book about the product-management (as opposed to the project-management) challenges of implementing government policy.

A favorite nugget: Too much policy is "vomited" into difficult-to-use online paperwork such as HealthCare.gov, food-stamp signups, etc.

The big challenge, the author says, is serving users' needs as opposed to the government's needs.
