Ask HN: Difficulties Managing a Remote Team?

I lead a team of about 15 entirely remote engineers and found it really challenging to manage.
Just for some context: my entire career has been in software as an IC and I wanted to create a team that I felt would be a great place for engineers to be.
This means: No micromanagement, very little processes, we don't spend a lot of time fiddling Jira tickets, no daily stand-ups, and hours are very flexible.
The result has been that I think 3/4 the team is excelling and I trust them 100% to get things done and stay productive. The other quarter of the team seem to just fall through the cracks, basically disappear for hours at a time during the day, always have a reason for why projects aren't shipping on time, consistently take longer to do tasks that other engineers finish.
Given they are remote, it's really difficult to know what folks are doing for large swaths of the day -- its making me consider the productivity tracking software, forcing strict ticketing, daily stand-ups, etc, but I feel thats really unfair to the other 3/4 of the team that are doing well.
Of course firing is an option, but this seems so wasteful -- months of onboarding time is lost.
Anyone else on the management side of this remote work shift have any advice?
