It says it will step in if firms do not act, and also wants loot box purchases to be restricted to adults, unless approved by a parent or guardian.

This is indeed disappointing at it's expecting the companies to 'regulate themselves' and protect people, however completely failing to notice that the industry would already have done so, which is why the report was needed in the first place. This hands off approach is really unfortunate and I can't envision anything positive happening, the companies will just carry on.
