In the Soviet Union, personal computers were very expensive, while most workers' wages were low. So PCs never became a mass-market item like they did in the U.S. during the 1980s.

So in US PCs became a mass-market item because most workers' wages were high. I got it now.

Yes, US wages were significantly higher compared to the rest of the world.

You can find GDP per capita charts which compare several countries over the last last hundred years or so.
