Ask HN: What do I need to setup a PKI business?

This is one area of IT that I am not familiar with. How expensive/hard is to setup my own saas to issue certificates to be used in digital signatures? What are the hw/sw investments and minimum team of professionals needed to run such saas? Thanks!
