Ask HN: Why doesn't an app allow rating menu items

Why doesn't any app allow users/foodies to be able to rate a particular dish from a restaurant?

Also, is there any app that allows the user to search for a particular dish through their database of menus?

I've came across http://allmenus.com but they don't tell a user who has the best pasta based on other users ratings.
