But also $30,149 used which I take as good sign. Maybe the maintainers wait for higher monthly donations to go full-time. We're donating to one project for three years and the maintainer hasn't taken out any money yet, zero.

Nope, it's stalled. Last expense was from May '21. TJ Holowaychuk, one of the former core contributors, was frustrated about this specifically[0].

There seems to be no additional access to issue invoices to the OC except for the current owner - at least, that's what it sounds like.
