The TPM or Engineering Manager (the terms are mostly interchangeable)

I'm not sure I agree with this assumption.

Looks like it's marketing material for a "development agency", so probably a few non-technical salesmen and managers that act as a middleman between the client and a bodyshop.

We call them the “CEO of the project” as they’re ultimately responsible for connecting the dots to make sure goals are hit in a timely manner as well as for problem-solving when an issue surfaces.

PM managing devs is a red flag.
