I took it to mean the total goes up by 100 a year (500 discovered for 400 fixed.) That would actually be pretty common in software and not as bad as it sounds if bugs are being fixed according to severity.

I don't think it's a holy war, I think it's recruitment and timing. I'm assuming they rather remain purely C and invest in better tooling, but attracting new maintainers is hard, writing better tooling needs maintainers, and rust checked their minimum requirements boxes. It's cool to see the project exploring new paths.
