Ask HN: Is there an ads service I could use that doesn't use cookies?

Hello, I'm trying to create a cookie-less (beside the one needed to login) and I was wondering if there are ads services that don't use cookies.

I'm not even sure it makes sense as a use case since I'm guessing personalization of ads will be harder (but not impossible) but maybe there is and I couldn't find it.
