Ask HN: What are the best places on the web to start a new project?

I love learning. My interests around the past few years have been around coding. Before that I was big into designing ships.

Whenever I get into something I really deep dive into it and want to build right away. What are the steps that you take when wanting to build something new as a complete noob? I'm guessing learning platforms are somewhere in the mix but what about other platforms? I do a mix of wikipedia, quora, and general google searches.
