Caltrain Horn Sounds

With technologies that we have today, I wonder whether train horns should still be controlled by train/locomotive driver/engineer?

Using GPS/devices, one should be able to re-play horn sounds that are pre-recorded based on location and driving speeds of the train, and measured with sound-level detection devices along the tracks. This can ensure accurate level of sounds required to have public safety, and likely prevent horn sounds that goes too loud.
