Click on its timestamp to go to its page, then click the 'flag' link at the top. There's a small karma threshold before flag links appear.

Do you mean "flag posts" or "downvote comments to posts" by chance?

If it is "flag actual comments" I cannot do that either. Though we do have a similar rep level.

Yes, I see that. I tried to delete my comment as the other is correct but apparently one cannot delete a comment once someone has responded to it.

Learned two new things in this one thread.
