Who’s Behind Monday’s 14-State 911 Outage?

Microsoft's cloud went down, taking all dependent services with it.

People have been saying this for decades: do not depend on Microsoft for mission critical services. Just did a quick search for an early Microsoft licence to no avail. IIRC, the license specifically stated that one should not use the system for any application where a human life hung in the balance.

Would appreciate any source for an archive of Microsoft license agreements.
