Ask HN: What would the Pandemic Response team have done differently?

We keep hearing about the pandemic response team that was dismantled, but I'm curious what they would have done differently seeing that pretty much every western country has been caught with their pants down. Seems like the only countries that handled this well (Taiwan, South Korea), did well because they had practice during H1N1 and SARS.
