Ask HN: Has anyone noticed pages being filtered/not responding to requests?

This has been happening to me recently. I use primewire.ag quite a bit and I am able to get access to the site but after an hour the website stops responding. CURL requests and regular requests in browser return nothing. Not code, no html, no response AT ALL. I have noticed this with other streaming sites as well. My friend has reported similar behaviour with streaming sites for sports games. These pages respond when behind a proxy. I believe these sites are being artificially dropped by my ISP, but if that is too conspiratorial I would like another technical explanation; or if anyone has experienced similar.
