Ask HN: Interest in Q&A with former Somali minister for ICT

I've got access to the former minister for ICT from Somalia. He was asking me what people from around the world thought with respect to Somalias ICT history and whether people had suggestions or thoughts.

I initially considered an IAMA but considering the subject material thought it might be more useful on HN, considering It's technical focus.
