Where's the best low-cost startup spaces for budding entrepreneurs?

Hi. I've tried and failed at many attempts to launch new tech solutions over the past decade in Johannesburg. I think the problem is that I haven't found the right people to partner with, or we get distracted too easily in this metropolis. The only successes I've had is running some blogs (and I'm now learning how to outsource some of the work to online freelancers). One of my friends suggested I go to Bali and try to find like-minded entrepreneurs to work with. I found this article and it looks very interesting: http://tech.co/reasons-to-startup-in-bali-2014-04

Are there similar places I can join? I've taken part in a few 48hour startup events before and joined some fairly limited Meetup events in mu city. Something like joining an incubator doesn't feel appropriate at the time (too soon). I'd appreciate any suggestions.
